Explosives are extremely dangerous and sensitive materials, thus for the purpose of safety and security, there needs to be specific monitoring and control. Commercial explosives are various chemical products that can be used as explosives for mining work, civil work or in certain production for commercial purposes.
PT Dahana (Persero) is appointed based on Presidential Decree 5/1988 to provide explosives and services in accordance to the regulations. PT Dahana (Persero) has more than 40 years of experience in explosives industry and has the infrastructures, facilities, and competence needed to provide services related to explosives.
Based on Presidential Decree 5/1988 as JO Presidential Decree 125/1999. The procurement and usage of explosives is detailed in the Regulation of Minister of Defense No. PER/22/M/XII/2006 regarding Guidelines on regulation, supervision and development of commercial explosives business entities and Regulation of chief of national police Number 2 of 2008 concerning Supervision, control and safety of commercial explosives.
Purchase and Usage Permit (P2 Permit)
Purchase of explosives can only be fulfilled if customer owns Purchase and Usage Permit (P2 Permit) which issued by Chief National Police (Kapolri) and is valid for 6 (six) months and is only given to customers who already have Explosives Ownership, Authorization and Storage Permit (P3 Permit) which is also issued by Chief National Police.
Ownership, Authorization and Storage Permit (P3 Permit)
P3 Permit is Explosives Ownership, Authorization and Storage Permit. P3 Permit is issued by Head of Indonesian Police and is valid for 5 (five) years in accordance to the validity of magazine permit issued by Directorate General of Mineral, Coal, Geothermal or Directorate of Oil and Gas.
Before P2 Permit or P3 Permit is issued by Head of Indonesian Police, a recommendation from Head of Provisional Police (Kapolda) is required. For project/company within Directorate General of General Mining or Directorate General of Oil and Gas, aside from recommendation from Head of Provisional Police, a recommendation from either of the abovementioned Directorate is also required. Moreover, in order to obtain recommendation from Head of Provisional Police, a recommendation from Regional Police (Polres) or District Police (Polwil) is required.
PURCHASE
GOODS DELIVERY
1. The products may only be delivered/handed to customer if:
a. Provided with permits, i.e.:
- For products to be delivered from Dahana magazine, customer has submitted P2 permit for the concerned explosives.
- For products to be imported directly, aside form P2 Permit submitted by customer, Dahana should also own Import Permit.
b. Customer has completed the invoice payment of previous transaction and the down payment in accordance to the requirements stipulated in Purchase Order (PO) or Service Order (SO).
2. Location of Delivery
Delivery of goods may take place franco at customer magazine or loco at Dahana magazine.
ESCORTING
In order to assure safety, every explosives delivery must be escorted by Indonesian National Police officers.
For purchase of blasting service products (drilling & blasting service and DTH service) Dahana will provide full support in handling the required permit administration based on the applying regulations. Therefore blasting services may only be carried out by companies, such as Dahana and other business entities, who own permission to perform blasting services
